Starting gear. If you are just starting, then head over to Horvik's Armour shop located at Home (get there by Home teleport). Get some rune plate/legs/kite and a helm of neitiznot. Now head over to the weapon shop, and buy a Dragon Scimitar if you wish, if you don't have them already. If you can afford one, you should get an Abyssal Whip. I advise you get a Fighter Torso and Dragon Defender from Slaying, and Barrows Gloves from Pest Control. Stay away from dragon Armour (Aside from defender and boots) as you don't really need much defense bonus when fighting monsters, however if you are fighting players you should get the best defense you can. Barrows has better stats and about as much or maybe a little bit more expensive than dragon Armour.
If you have some cash to spend, you should get Bandos tassets/Chestplate. They have a good defense bonus, strength bonus, and look bad ass overall. However if you have even more cash to spend, Vesta's chain, skirt, and statius helm is the way to go. They have very good stat bonuses. Chaotic rapier as a main weapon (Or Primal if you happen to have one). Dragon defender, Dragon boots, Firecape (Or donator if you have one), Amulet of fury and Row/berserker ring (i)
